Known as the American Riviera, the City of Santa Barbara is situated on the Pacific Ocean approximately 100 miles northwest of Los Angeles known for its exceptional beauty and ideal location.

Special Demands of Government Access TV

City TV (Channel 18) is considered government access television, and is defined in the franchise agreement with Cox Communication as a channel for use by the City, in which the programming is non-commercial, informational programming regarding City government activities and programs. While there is a county government access channel that focuses on Santa Barbara County government proceedings, the City of Santa Barbara’s government access programming reaches the entire south coast of Santa Barbara county reaching about 65,000 cable households and a population of approximately 200,000.

City TV is a division of the City Administrators Office and is funded by the City's General Fund with support for capital equipment purchases and replacement provided through an annual grant from Cox Communications. Our mandate is to provide live coverage of City Council, Planning Commission, Harbor Commission, Parks & Recreation Commission, and other public meetings as deemed appropriate by the City’s communications program. Meetings are carried "gavel-to-gavel", unedited and without editorial comment.

Our operation must run as efficiently as possible, as we are accountable to the City’s general fund for funding. To do so, we rely on the talents of a small but talented staff and the reliable, high performance camera robotics systems from Telemetrics.

Staff & Equipment in Constant Demand

We broadcast meetings from 13 different City advisory groups and these meetings are held in one of three different meeting rooms at City Hall, sometimes simultaneously. On average, the Telemetrics camera robotics system is used about 25 times per month. All three rooms are wired to accommodate remote control of the Hitachi or Sony cameras, which are mounted on Telemetrics PT-CP-S2 Servo Pan/Tilt Heads. The PT-CP-S2 units are complete with power source, camera control and they are mounted on Telemetrics’ specially designed brackets to help ensure camera stability.

In the control room located in City Hall, we have control of the pan/tilt/zoom and focus functions of the cameras using RS-422 communication, as well as auxiliary devices using Telemetrics CP-R-3A Robotic Camera Control Panel. The Telemetrics Control Panel allows us to save up to 16 presets, and with the motion control option we can program up to eight movements and recall up to 35 seconds of real time motion for each shot.

Big Company with a Small Company Feel

Since we first implemented the Telemetrics robotic system in 1999, we have continued to be impressed with the overall product reliability, the smoothness of the camera moves and the quietness of the pan and tilts. The equipment has held up well through the years with a few minor issues that Telemetrics has been very responsive to, in assisting with repairs or repairing quickly and returning it to us for re-installation.

While City TV Channel 18 is a recipient of an Emmy Award and has been nominated three times, we are still a small broadcaster and we appreciate the small company feel of Telemetrics – one where you can actually talk with someone for product support who was involved in its design and knows the product.
